Eudora don't has user-defined MIME charset, it force iso-8859-1 for all messages with 8 bit chars. You can bug Eudora author Jeff Beckley to add user-defined 8bit MIME charset to future Eudora versions instead of all this cracks.
Here two binary patches which change iso-8859-1 to koi8-r directly into .EXE file:
Don't forget to turn off Quoted-Printable option from Eudora setup.

P.S. I don't reccomend Eudora due to its Russian-unfriendly nature, use Microsoft Internet Mail and News instead, it gives all Eudora features plus good Russian (KOI8-R) support.
