I have the honor of informing you that by the initiative of a number of state and non-state educative institutions the Foundation of Regional Eastern Studies (FRES) is being established currently in Moscow. The Foundation activities are focused on the realization of three target programs: 1)"Russian Civilization in the XXIst Century"; 2)"Russia and China as Two Self-Sufficient World Civilizations"; 3)"Russia and Japan: Nations Doomed to Become Good Neighbors" (please find information on programs, founders and targets of the Foundation attached hereto). Supplement 1 Foundation of Regional Eastern Studies (FRES) Foundation's Status: FRES Founders: Foundation's aims and objectives: being supported by interested regional entrepreneurial associations and using the intellectual potential of the Russian Academy's of Sciences regional branches as well as capabilities of local universities' experts to focus attention and endeavours on the realization of the following three target programs: 1. "Russian Civilization in the XXIst Century" Program. It includes research on economic and cultural potential of Russia's eastern regions, as well as elaboration of concrete projects concerning the increase of the regions' ability to attract investment. The Program envisages establishment of stable business ties with living abroad compatriots who are striving to make contribution to the economic and spiritual rebirth of their historic Motherland. 2. "Russia and China as two Self-Sufficient World Civilizations" Program. It is targeted at the revealing of stable economic interdependencies between Asian territories of Russia and Northern provinces of China. The Program is dedicated to the effective promotion of Russia's industry sales and high-tech in the Chinese regions traditionally interacting with the Russian civilization. 3. "Russia and Japan: Nations Doomed to Become Good Neighbours" Program. It envisages elaboration and realization of joint regional projects effected on the basis of Japanese technologies and Japan's experience of regional economic development of distant territories. The Program includes the plan of establishment of the "Russo-Japanese Marketing Center" aimed at the renovation of those economic spheres (i.e. fishing, stock-raising, timber processing, agriculture and homecrafts) which are traditional for Siberia and the Far East.
